Shive-Hattery created a master plan for an all-terrain vehicle (ATV) park on 1,500 acres of closed gypsum mine land southeast of Fort Dodge. The ATV park promotes an appropriate re-use of mine lands while providing a much-needed resource to ATV riders from throughout Iowa and the Midwest and will help to fuel the economic development of the Fort Dodge and Webster County area.

In researching for the master plan, Shive-Hattery 

  • Reviewed locations of existing trails;
  • Met with riders to learn the unique qualities and challenges of the site;
  • Worked with the mining companies to understand their operations;
  • Determined opportunities and limitations of the sites;
  • Conducted a review of current site conditions and determined reclamation activities necessary to stabilize sites and prepare them for use as an ATV park;
  • Met with individual property owners to identify availability of land parcels with time schedules and potential costs;
  • Conducted an initial public meeting to explain the planning process and listen to the comments and concerns of the community;
  • Completed a written interim report with appropriate graphics to document the research findings

The master plan preparation included several preliminary possible land parcel combinations and design scenarios that would allow for an intelligent, economical phased development; testing of those scenarios with reviews with landowners, ATV Club members and city officials; refining of the scenarios into a preliminary preferred Master Plan Diagram which will illustrate the proposed park area, general site layout, circulation, and amenities and may include information on property acquisition and phasing; public review meetings to review and receive comments on preliminary plans and final development of the master plan.
