Shive-Hattery provided planning, design, land survey and construction services for reconstruction of 0.57 miles of this two-lane, major arterial corridor. The new design incorporates a three-lane urban roadway with a bikeway and walkway. The design also includes an access improvement plan and traffic calming and streetscape elements, which will not be affected if the roadway is later widened to five lanes.

LeClaire Road is the critical link connecting four-lane US Highway 61 to downtown Eldridge. The existing rural roadway could not handle the traffic generated by this growing community and needed major improvements. To accomplish these improvements, the city, with the help of Shive-Hattery, prepared a corridor transportation plan, applied for and received a federal STP highway grant to fund 80% of the $1.84-million construction cost. Project was bid in April 2001 at the Iowa Department of Transportation. Shive-Hattery provided full-time construction administration services.

This project was recognized with a merit award in the Consulting Engineers Council of Illinois' 2003 Engineering Excellence Awards competition. It was also recognized for Engineering Excellence in the Council of Engineering Companies of Iowa 2003 Engineering Excellence Awards competition.
