This project involved evaluating transportation needs and developing alternatives for extending 29th Avenue. This east-west arterial connects the heavily traveled North 10th Street and Indian Creek Road. The estimated project cost for roadway improvements is $6.8 million. The process included: 

  • Evaluation of traffic data including traffic counts, accident history and other data and coordination with Linn County Regional Planning Commission staff for traffic forecasting effort. 
  • Preparation of a 50-scale aerial base map for evaluating alternative and use at presentations. 
  • Observation of proposed route and related physical features. 
  • Meeting with advisory committee to identify goals, issues, concerns and priorities and to review findings and recommendations. 
  • Development of two conceptual alternatives for widening/reconstruction of 29th Avenue including roadway, sidewalk and streetscaping/landscaping elements. 
  • Preparation of a corridor transportation plan and summary report. 
  • Presentation of preliminary findings at a corridor information meeting and to the city council at a separate meeting.
After the City secured federal aid and local funding; Shive-Hattery was selected to implement a phased process for improvements to this important arterial. 

  • Shive-Hattery’s services for Phase 1 involved preparing the design concept report which included preliminary roadway design alignment, land surveying, data collection, traffic forecasting evaluation and utility coordination; bikeway planning; public involvement and communication; construction staging and bid package evaluation and environmental reviews to determine the roadway alignment. 
  • Phase 2 included preliminary and final design plans with specifications and cost opinions. 
  • Phase 3 included bidding and construction services.
Services in conjunction with subconsultants include subsurface exploration, environmental review, wetland delineation and preliminary threatened and endangered species investigation, archeological and architectural historical survey/evaluation, hydraulic analysis and preliminary bridge design and right-of-way appraisal and acquisition.
