10th Avenue SW serves as an east-west local street that is used as a by-pass of downtown Waverly. The 1.27-mile roadway had a two-lane cross-section with a 20 to 24-foot-wide seal-coat surface with no shoulders. It connects Heritage Way (Iowa Highway 3) at its west end with 4th Street SW (Business US 218) at its east end. The project served as the first phase of a long-range goal of providing a parallel route to Iowa Highway 3 through Waverly.

The first step was the review and redefinition of the concept for the 10th Avenue corridor. A feasibility study presented to the city in 1998 by another consultant did not resolve issues such as the railroad crossing, impact on drainage and future development. In April 2000, Shive-Hattery presented a revised concept to the city council. The city authorized the design of a combination four-lane divided and two-lane arterial urban road, a 16-acre-foot detention pond and acquisition plats for 22 parcels including one total property acquisition. Services included topographic surveying, watershed analysis, detention basin design, acquisition plats, assessment plats and schedule, Iowa Department of Transportation permitting and full construction services including observation and administration. The total project cost including engineering, right-of-way, replacement of the railroad bridge and other components was $5,500,000.

Widening of 10th Avenue SW led to reconstruction of the railroad overpass structure, which allowed only 10 feet of vertical clearance.

Phase one of the project involved gathering information and developing a concept for the bridge replacements. Phase Two involved development of construction documents for the replacement of the bridge. HDR acted as subconsultant for design of the bridge. The new structure consists of a three-span, ballast deck pre-stressed concrete beam superstructure supported on drilled shafts. The drilled shafts were constructed outboard of the track to maintain traffic on the rail line. The superstructure was constructed on grade. After the new bridge was put into service, the embankment was removed below the bridge for the street improvements.
