Bettendorf Transportation Development Study

The City of Bettendorf wanted a Transportation Development Strategy to determine a roadway network that would accommodate future city development and provide the City a long-range development plan for the project area. The project extends north of Bettendorf city limits and includes approximately 5,000 acres. The areas adjacent to the city limits were also important in developing the concepts to allow for roadway network continuity.

Some challenges of the project area included dealing with the existing barriers such as Spencer Creek, drainage ways, steep terrain and Interstate 80. Coordination with the Iowa DOT and Bi-State Regional Planning Commission was necessary for creating concepts that would work with other future plans in the area.

A Transportation Development Strategy (TDS) is a process for creating a comprehensive plan for the development of a growing urban area that incorporates conceptual infrastructure design objectives into probable future land uses. The objective is to optimize development on the existing land resource, existing transportation systems and utility capacities.
